The Story
Delivering rural energy access is a key pillar of Tanzania’s national development agenda, with the goal of providing affordable, reliable, and sustainable energy to underserved communities. However, ensuring that rural energy projects generate measurable impact requires more than implementation, it demands strong Monitoring and Evaluation (M&E) systems.
To bridge this gap, the Ministry of Energy – Tanzania partnered with Ayad Consults International to strengthen the capacity of its technical officers to design, manage, and apply M&E frameworks that drive evidence-based decision-making for rural electrification programs.
What Did Ayad Consults Do?
Ayad Consults designed a tailored executive training program to enhance both technical and strategic M&E competencies. The curriculum focused on:
- Designing effective M&E frameworks for energy projects
- Developing indicators aligned with project goals and national energy policy
- Collecting, analyzing, and reporting field data in rural contexts
- Using evaluation findings to improve planning and resource allocation
- Measuring the social, environmental, and economic impacts of energy interventions
Hands-on sessions included:
- Building M&E logframes and results-based monitoring tools
- Creating data collection plans specific to rural energy access programs
- Mapping evaluation timelines and feedback loops for adaptive management
- Integrating climate resilience, gender inclusion, and community feedback into M&E processes
The Results
Following the training, Ministry officials are now better equipped to:
- Track project performance and measure return on investment (ROI)
- Identify and address project delays or gaps early
- Ensure equitable benefits for vulnerable groups, especially women and rural poor
- Align monitoring frameworks with national energy access goals, SDG 7 (Affordable and Clean Energy), and donor requirements
The Ministry’s M&E systems now support more transparent reporting, more informed decision-making, and stronger accountability for rural energy initiatives.
