The Story

As global energy priorities shift toward sustainability, clean cooking technologies have emerged as a critical solution for improving public health, protecting the environment, and advancing socio-economic development. In Tanzania, traditional cooking methods, largely dependent on biomass continue to contribute to indoor air pollution, deforestation, and gender-based energy poverty.

To address these challenges, the Ministry of Finance – Tanzania partnered with Ayad Consults International to strengthen its capacity in policy formulation, regulatory oversight, and fiscal planning for clean cooking initiatives. The aim was to align national energy strategies with climate goals, health outcomes, and gender equality priorities.

What Did Ayad Consults Do?

Ayad Consults International designed and delivered an executive training program tailored for policymakers and finance officers within the Ministry of Finance. The program combined policy simulations, regional case studies, fiscal modeling exercises, and SDG-aligned impact tracking to create actionable capacity for advancing clean cooking solutions.

Key focus areas included:

  • Policy design to promote adoption of clean cooking technologies
  • Regulatory frameworks balancing public interest, private investment, and health outcomes
  • Alignment of fiscal policies and subsidies with national energy goals

  • Develop and refine clean cooking policy frameworks
  • Structure financing models for clean cooking value chains
  • Foster effective public-private partnerships in the energy sector
  • Apply gender-responsive and climate-conscious approaches in policymaking
  • Align Tanzania’s clean energy strategies with SDG 7 and international commitments such as SE4ALL
