The Story
As Uganda advances toward oil production and broader energy sector transformation, the demand for highly skilled technical professionals has never been greater. Uganda Petroleum Institute Kigumba (UPIK), the country’s premier petroleum-focused TVET institution recognized the urgent need for a forward-looking strategy to strengthen its institutional effectiveness and workforce alignment.
To meet this need, UPIK commissioned Ayad Consults International to lead the formulation of its Five-Year Strategic Plan (2025/26–2029/30), ensuring the institution is positioned as a national and regional center of excellence in petroleum and energy training.
What Did Ayad Consults Do?
Ayad adopted a participatory, context-specific approach to strategy formulation, engaging UPIK leadership, academic staff, students, and key stakeholders from government and industry.
The process included:
- Institutional diagnosis & gap analysis using TVET benchmarks
- Stakeholder consultations across government, industry, and education
- SWOT and PESTLE assessments for strategic foresight
- Development of strategic themes, KPIs, and phased implementation roadmap
- Validation workshops to secure stakeholder ownership
The Results
The resulting strategic plan provides a roadmap for UPIK to:
- Scale up its technical skills pipeline in line with oil & gas industry needs
- Strengthen competence-based curricula, instructor capacity, and assessments
- Expand industry linkages and on-the-job training opportunities
- Invest in modern training infrastructure, simulators, and ICT
- Integrate green energy and sustainability into TVET delivery
- Enhance institutional sustainability and governance
- Introduce applied research in clean energy, safety, and petroleum operations
